Yeah it got misapplied a lot I think because people used it as a justification to crack down on graffiti / vandalism while missing the core point, which is that if you aren't invested in where you live you don't have an incentive to care, and damage / litter gives an impression that others don't care and the area is more dangerous, becoming a self-fulfilling loop
